UC leader joins Planning Commission

A University City leader has joined the Planning Commission. Greg Phipps, president of the Back Creek II Homeowners Association and a former City Council member, was appointed recently by Charlotte City Council to a three-year term on the advisory board.
“In the back of my mind I was even doubtful I would get picked. Others lobbied early. It’s hit or miss, but all those things converged and, Wow! I was chosen,” Phipps said.
Phipps has been a community leader almost from his arrival here in 1998. He was an early proponent of the National Night Out program that seeks to fight crime by encouraging residents to meet one another. He got involved with his first zoning issue in 1999, he said.
The Charlotte City Council appointed Phipps in 2005 to fill out the term of former District 4 Councilman Malcolm Graham, after Graham won election to the N.C. Senate. Phipps could not seek re-election because his position with the Federal Reserve prohibits him from running for public office.
He currently chairs the Keep Charlotte Beautiful committee. With that term ending in June, Phipps said, he decided to seek another place to serve.
“I’m almost coming full circle, from being a neighborhood activist and dealing with planning issues, and being on the council and working with it from that perspective,” he said. “Being on the commission, I definitely have matured in my views of zoning issues and planning.”
Phipps will spend the next year or two on the commission’s Planning Committee. That group reviews land-use plans such as the University City Area Plan, which guides development along the North Tryon Street business district.
